Add capability of defining blocks as we define Properties in Application definition. Such a block would allow the user who writes the Application definition to have custom option formatting for the command line.

e.g:

For: trace_oml2 -i int:ath0

currently the experimenter have to define the option value as "int:ath0"

however, with a block, the experimenter will declare "ath0", and the Application definition will add the "int:"
